Ray is a Senior Research Fellow of CRaNHR. He established CRaNHR in 1992 and was its Research Director until early 2010.

In addition to being a Professor at the School of Rural and Northern Health and the Northern Ontario School of Medicine (NOSM), Laurentian University, Ray is a Principal of the Ontario Training Centre for Health Services and Policy Research (OTC).

A sociologist by training, he also has many years of public service experience. Prior to joining CRaNHR, he worked for the provincial governments of Alberta and Ontario, mostly in health care policy, planning, and research.

His areas of research include rural health, the health workforce, health services delivery, health policy, population health, and gerontology. He has undertaken many research projects, including an examination of community-based health care in Canada, the 1997 and 2001 National Family Physician Surveys, several telehealth-related projects, an examination of geographic distribution of physicians, a national rural population health study, a multi-year tracking study of the students and graduates of NOSM, a nurse practitioner workforce study in Ontario, and a socioeconomic impact assessment of NOSM.

Ray also sits on many committees and boards to provide advice on various issues. These include the World Health Organization's Expert Group on Increasing Access to Health Workers in Remote Areas, the board of directors of HealthForceOntario Marketing and Recruitment Agency, the Rural and Northern Health Care Panel (Ontario), the Performance Measurement Advisory Board of the Ontario Health Quality Council, and the review panel of Ontario's Health Research Personnel Development Program. He was a former member of the Scientific Advisory Committee on Rural and Northern Health Research of the Canadian Institutes of Health Research and a former executive member of the Canadian Rural Health Research Society.
