Dr. Carter is the Academic Director of the Centre for Flexible Teaching and Learning at Nipissing University in North Bay, Ontario. She is also a faculty member in the human sciences division of the Northern Ontario School of Medicine.
Dr. Carter has research expertise in online/technology-enabled education for health professionals, continuing and distance education in northern and remote contexts, curriculum and instructional design, teaching and learning in culturally-specific contexts including Aboriginal communities, and telemedicine/telehealth.
Her doctoral work examined the critical thinking and writing experiences of post-RN nurses taking a baccalaureate-level online course. She is active nationally and internationally as a presenter, and publishes in well respected peer reviewed educational and health journals. Dr. Carter is the 2011-2012 President of the Canadian Network for Innovation in Education (CNIE). She is also active a researcher with the Canadian Association of University Continuing Education.
